PIC Lay Observers
Up until 3 July 2013, the Preliminary Investigation Committee (PIC) comprised 6 veterinary surgeons and 3 Lay Observers (who sat with the PIC but were not voting members of the Committee).
Their role was to ensure that the PIC and the complaints procedure was fair. They provided a report to RCVS Council every year about the complaints procedures.
Since 2004, the PIC has responded to the Lay Observers' reports. Copies of these reports can be downloaded below in PDF format.
With effect from 3 July 2013 the role of the Lay Observers ceased with Lay Members being fully integrated into the Committee and taking on full voting rights.
