Terms of reference

The terms of reference of the Hardwick Street Refurbishment Group are to draw up plans for refurbishment of Hardwick Street to enable the building to support the needs of the RCVS for the next ten years. (View full terms of reference)

Full terms of reference

a. Working with Senior Team, to draw up plans for refurbishment of Hardwick Street (this may be single phase or multiple phase, depending on timing and plans) to enable the building to support the needs of the RCVS for the next ten years (building will be ours for longer but further refit likely to be required after a decade or so) to include:

i.   Planning permission for any works, such as remodelling of entrance;

ii.  Additional fire escape to allow for increased capacity on fourth floor;

iii. Development of appropriate meeting space for formal use (disciplinary hearings, Council, committees etc);

iv. Development of appropriate office/internal meeting space;

v.  Development of appropriate space for members;

vi. Development of appropriate space for RCVS Knowledge library and historic collection; and,

vii. Refurbishment of any areas destined for continued let (see (b) below).

b. To make recommendations to FRC/Council about the extent to which the building can continue to be let, in part, while accommodating our needs - likely to be a phased approach.

c. To select suppliers, advisors and consultants, via appropriate tendering processes, to work on the project (for example, lawyers, planners, interior design, tax advisors, construction etc).

d. To work with potential suppliers and consultants to draw up a budget for the work and seek recommendation of this, via FRC, to Council.

e. To draw up a detailed action plan, with appropriate milestones and financial checks and balances, for the entire project, and to ensure the plan is fulfilled on time and on budget.

f. To oversee the process of recruitment of an internal project manager to support this work - the detail being handled by the Director of Operations, Director of People and CEO.

g. To oversee the exit from Cursitor Building/Westminster Archives and establishment of teams in Hardwick Street, in due course.

h. To monitor, mitigate and manage any attendant risks, including financial, reputational and legal.
