Dr Andrew Catley

Andy Catley is a Research Professor at the Feinstein International Center, Friedman School of Nutrition Science and Policy, Tufts University, and an Adjunct Professor at the Cummings School of Veterinary Medicine, Tufts University. Dr. Catley's work has included developing, evaluating and institutionalizing alternative approaches to veterinary service delivery and animal disease control in low-income countries, especially those affected by recurrent humanitarian crises. He spent 17 years living in the Horn of Africa working with non-governmental organizations and Tufts University, including secondment to the African Union. His work includes supporting the use of community-based animal health systems in remote pastoralist communities in Africa, and the design, validation and normalization of participatory epidemiology.

In 2005 Dr. Catley established the Tufts University Africa Regional Office in Addis Ababa, Ethiopia, and directed multi-disciplinary research and policy support programs at national, regional and international levels. In 2006 Dr. Catley initiated the Livestock Emergency Guidelines and Standards (LEGS) which became the global standards for veterinary and livestock interventions in humanitarian crises under the Humanitarian Standards Partnership. LEGS is the point of reference for veterinary programmes in emergencies for international aid donors, United Nations agencies and the wider humanitarian community. The 3rd edition of LEGS was published in 2023.
